Socrates - The European Dimension Socrates is the European Community action programme in the field of education. SOCRATES is the European Community action programme for co-operation in the field of education, covering the period 1995-1999. It aims at developing the European dimension in education and at enhancing its quality, through partnership across national boundaries. The participating countries are the 15 Member States of the European Union as well as the EFTA/EEA countries Iceland, Liechtenstein and Norway.
